European Opposition Digs In To Block Soil Protection Directive - 30/06/2009

Jun 2009

Last week the European Environment Council failed to reach agreement on the EU Soil Framework Directive, part of the wider EU Soil Thermatic Strategy.

The directive, which has been in discussion for over two years was taken off the agenda as a result of a blocking minority opposed to the Directive made up of the UK, Austria, France, Germany and the Netherlands.

John Hontelez, Director of the European Environmental Bureau, commented how the "soil directive is an important part of efforts to protect biodiversity and to help with climate change."  A spokesman from the UK however said that the plans would be costly, difficult to adminster and hard to implement.

The directive is applicable to the contaminated land remediation industry due to one of it's key points requiring the establishment of public inventories of the contaminated sites within the EU and the need for Member States to draw up alternative remediation strategies that will protect and preserve the soil.  A diverse range of sites have been identified including airports, ports, former military sites, petrol filling stations and landfills.

Criticism to this particular policy from the UK stems from how the country already has directives in place to deal with contaminated soils through policies such as the Contaminated Land Regime.

The Commission is expected to continue with the implementation of the proposal believing that the EU has a role to play in the monitoring of soil.
